A related question is how much lasting damage has been done by non-meritocratic hiring. It is widely known that Harvard prioritized "DEI hiring" in critical areas like cancer research. And that those DEI hires in turn used similar non-meritocratic criteria when hiring the next round of researchers. How many of those endeavors are producing poor quality output on an ongoing basis?

Absolutely, and the key is to clearly publish the criteria that you consider in selecting candidates for anything. As long as it is clear, and as long as it does not violate any laws, that should be good enough accountability must be assured.
